Even a blunt knife will break your skin if you get a good slash/stab in.
That said, getting a good hit in on someone with a knife that large is going to leave them on the ground most likely, without the electrical component.

the blade doesn't even need to cut you, it's still a taser, but now it's sharp as hell and the size of a small-sword
i can't picture it being very legal though...

I'm sure its legal in America at least, almost all blades are legal and so are tasers.
Only exception to the blade thing I can think of is switchblades in CA.
