Basically I made a website for this one guy that I know through my family, and he asked me to build and set everything up. We agreed that it was for pay. This was in Montreal, I then flew back to Seattle where I live and we agreed that he would pay me when I get back in Montreal. Now that I am there, he is avoiding me. He agreed that the price I set was ok and that he would pay. He is avoiding me and postponing it. I am 15, if he doesn't pay, what can I do? (I have all the emails and the ones where he agreed to pay me and what sum exactly, even a date that he never delivered.)
He agreed to pay me in an email that was mutually confirmed.

Technically he owes my parents the money (we agreed they get payed i just do the service)

unless you've got a mutually signed contract, you've got no way of proving that.

if he actually says he will pay you, then you can take legal action, because if it's said that you're going to get paid, you're entitled to that money.
and a "contract" can work in the form of an email, of him agreeing.

Emails, I sent him the conditions and he responded with what i did and confirmed that i finished and agreed to the conditions of payment.

okay, so establish contact with him, and give him one more chance. tell him there was an agreement, and he needs to live up to his end of the contract.
if he doesn't pay up, talk to a lawyer.

or did he just simply say "I'll pay you"
You built the website did you not? Get on the server and delete everything. When you get paid put it back.

Yes we agreed on a specific number and on confirmation he included the number in his email.
