Campfield briefly gained national attention in 2011 when he introduced legislation that critics derided as “the don’t say gay bill.”

It isn't impossible, but the risk (Even with unprotected sex) is around 1 in 3 of contracting HIV from an HIV positive person. But of course; if you do get it you're screwed for life. So I'd hardly call it "virtually impossible"
