There's nothing factual about this. Intelligence is all up to opinion. Person A might disagree with Person B on what makes somebody truly smart; there is no concrete definition. Therefore, if you can't define smart, you can't judge people for getting increasingly dumber. Now I know the general accepted definition of smart would be someone with knowledge and good thinking/problem solving skills. This hasn't seemed to change over time however.
