No one will ever be funnier.... Than the master....
I think Louis CK is much funnier, but Carlin is definitely second on the list.

George Carlin can be good, but a little irritating for me. I don't like a lot of energy and yelling in stand up. He was a great comedian, i just think that he isn't the BEST EVER, HE IS BETTER THAN ANYONE. Comedy is subjective. People have different senses of humor. I prefer slow, depressing, deadpan comedy over energetic comedy
George Carlin talked a lot about life, but Louis CK sort of introduced us to his family. Told us about his shitty life, his wife (now ex-wife) giving him a hand job, his daughter stretching her vagina in the middle of the room, etc. Carlin was brutally honest about society and the way he related to us, and Louis CK was brutally honest about his life and he let us laugh at him. It's all subjective, depending on which you appreciate more. They're both damn funny.

Similar to movies, it's all subjective, but certain films are accepted to be the top top films (Citizen Kane being a prime example). It's the same way with comedians. While you may not like Carlin, the general public has classified him as being one of the best comedians of all time. But you're right, Louis talking about his shitty life is funny as hell and damn can he articulate well. Some comedians are just plain stressful to listen to. Louis is so soothing. He could narrate a children's book. Of course he'd turn it into a nightmare, but it'd be damn pleasing to listen to.
Carlin's video's about religion and rights seem to be more "intelligent" than Louis' videos about the handjob and 2girls1cup. Does this difference persist in most of their acts?
