The woman had been walking on Interstate 10 west of downtown LA, endangering herself and people in traffic, and the officer was trying to restrain her, CHP Assistant Chief Chris O’Quinn said at a news conference on Saturday.
Chief O’Quinn said the woman had begun walking off the freeway but returned when the confrontation occurred.
The video shows the woman pinned to the ground, struggling and trying to sit up while the officer punches her in the face and head until an off-duty law enforcement officer appears and helps handcuff her.
Passing Driver David Diaz recorded the Tuesday incident and provided it to media outlets.
He said on Friday that he arrived as the woman was walking off the freeway. He said she turned around only after the officer shouted something to her.
“He agitated the situation more than helped it,” said Mr Diaz, who started filming soon after.
The officer is on administrative leave while the patrol investigates. He has not been identified.
The video caught the attention of local civil rights leaders, who expressed shock and outrage at their own news conference.
“Speaking for the women of this community, we are angry, we are upset,” said Lita Herron of the Youth Advocacy Coalition.
Chief O’Quinn said the CHP would answer community concerns, and that an investigative team already had been assembled and begun its work.
“We are known as an agency that really polices itself,” Chief O’Quinn said.
Community activist Earl Ofari Hutchinson, speaking at the local leaders’ news conference, agreed.
“Over the years, CHP has had a very good track record in terms of community relations,” Mr Hutchinson said. “That’s why this was so shocking.”
Chief O’Quinn said the incident report listed no injuries for the woman, who would not give her name. She is undergoing psychiatric evaluation, he said.[/QUOTE]

I am so glad that the California Highway Patrol will be investigating this case of police brutality within the California Highway Patrol.
I'm sure there will no bias at all towards one of its own officers.
In any other case involving a corporate entity having to investigate misconduct amongst its own employees, a third party would be required to investigate. Why the fuck is it dumb that I think the same should go for police agencies?
What a disgusting and vile act. Video taping police officers? They should be thrown away forever.

Pretty sure you can see her throw a couple punches once she ends up on the ground. The last swing or two by the cop is unnecessary, as she is in a defensive position at that point.

Clearly, she is an avid Wikipedia contributor who failed to address this theory and then suffered the consequences when a cop trying to take night classes at his local community college needed to do research on said theory and wasn't able to do so due to her own negligence of not creating the article in the first place like she was supposed to.
He should have just pulled up along side her and done a PIT maneuver.
I think what happened is she smacked or clawed him and he lost his cool.

it looks more like she just threw her arms out at him to try and push him off her. as most people probably would if someone came up behind them, grabbed them, wrestled them to the ground and started punching them in the face. a fuck of a lot more than "the last swing or two" was unnecessary here

You can see her swing a couple times in there right after she is on the ground and he didn't swing on her until that happened.

that's not what you do as a police officer. there's ways of restraining people, especially someone who is obviously of far less physical prowess than the officer, that aren't repeatedly punching them in the face

Yeah, she really should have made her face resist his fist less. Maybe next time it can just go through her skull instead of stopping when it hits.
It doesn't matter that he's a police officer; nobody has a right to do what he did to someone innocent, even if she was mildly "resisting". And the resistance was clearly out of panic. Wouldn't you try to defend yourself if someone randomly started attacking you?
And by the way, you're the only one to draw attention to or even comment on her race or gender so far. If this was a white male, the reaction would have been the same because police brutality is awful no matter who it happens to.

the only thing you can say for sure is that she puts her arms out to push him back, and that's what literally anyone would do if they were grabbed and forced to the ground. and if the reaction to "someone put their hands near me" is to climb on top of them and pummel their face until they stop it then that guy probably has a laundry list of mental issues
While I don't think that tasers are the end all in most occasions, is is probably the time one should have been used.

Even tasers can be deadly. There's no reason he couldn't just restrain the woman, he's obviously a lot stronger than she is.

I know that, but generally it does incapacitate people
IMO, it's almost impossible to judge a situation based on contextless video, especially without sound. Notice how that other guy comes over to help the cop at the end and no one even attempts to stop him even though he's surrounded by cars. Note that I'm not saying that the cop didn't overreact, but that we simply can't know for sure based on just this.
Also note that she had no injuries.
