I think ISIS is trying to have something to remain fucking relevant in news. They're entire territory has shrunk to Pre-June 2014 offensive sizes, literally have lost just about every single major battle gains they've accrued over the past two years. While this is hilarious as fuck it's a clear sign they're wanting to have something in the news, at the very least be talked about.

Many people don't realize this, but ISIS is more or less functioning as a real state. They are doing their best to run a real government. They make most of their money off of taxes after all, so running an efficient government is crucial to their success.

They're an unrecognized state, not a terrorist cell. The Caliphate is an attempt at nation-building, and they've been working to restore public services and rule of law to areas they occupy.
ISIS's moral and social views are something out of the Middle Ages, but that doesn't mean they're technological primitives. They have access to modern technology and support from educated, skilled professionals lured in from around the world by the prospect of fulfilling a fundamentalist Islamic religious obligation, and they have the money (through ransoms and oil) to import first-world technology.
Pointing out the fact that ISIS is trying to portray themselves as a legitimate state and acquire modern forensic analysis capabilities for their law enforcement isn't 'sympathizing with a terrorist organization'.
