This video shows the issues of the bug, and tells the story of how Rockstargames treats their clients.

[b]List of what to suspect and what to exclude:[/b]
[b]1. The Disc:[/b]
Its not the disc because I exchanged it for a newer/later one later that year, simply didn't made any differance.
[b]2. The GPU:[/b]
It's not the GPU hardware, running the almost identical GTA4 shows no problems what so ever.
Besides, you can see through the black shit, like its an extra layer drawn over the existing hi-res road and wall etc. textures.
I mean, how can a part be broken when it actually draws more rather than less?
[b]3. The Console:[/b]
Its partially the console, it's not the hardware but simply the version of release.
I have the very first version, running a much newer/later game, I think this created something the devs didn't notice because of not testing on it before release.
[b]4. Temperature:[/b]
My system doesn't show any signs of overheating or whatsoever.
Bug appears as soon as emediatly aswell as far as hours later, temperature doesn't rise to any form of ciritcal level at all.
[b]5. The Developers:[/b]
Yes, since its code, and code tells hardware what to do, and there's so many lines of code, it's very likely that there is something wrong with it.
And they didn't test it on older versions.
They requested me to test it on another newer version console to not see the bug. (how can I test that, something not showing)
I told them I'm unable to test it on another machine, I don't have them spare, or dozens on a shelf.
I requested them to test the game themselfs on a PS3 of same version, they refused to and kept claiming and blaming me for not testing the game on another console.
As I asked them of when I could expect to have a new one delivered to my door at their cost, they ignored me once more while I was not being more unreasonable as they are.

Looks as to me (a guess) that one of your ps3 shader (or similar) failed, get a replacement like they said.
From what i can see is that this is on your part, or rather your systems fault. It's a graphical/ rendering issue, probably what shoar said above.
Ahaha. Oh wow. I paused my music to play the video, and it starts playing the exact same song I was listening to. Fucking brilliant.
Anyway, that happened to me once. Turns out it's a shader problem, as said above.
Why do I get the feeling they didn't say what it says at 3:32
They probably told you to get a replacement, that does not mean buying yet another PS3, that means a warranty replacement.
The customer being stupid isn't something Rockstar can solve.

Ok, lets get this straight, as I said before, its always the same textures at the exact location.
If it would be a hardware defect, it would be random.
I say its software.
Also notice people saying that this even happened on the xbox360.

Yes thats the first thing I told rockstargames support myself because I was thinking the same thing.
Though I don't think it's hardware, it simply has trouble with certain roads, objects, walls and terrain.
These are all the same textures used all over the city, and it's always the same ones.
This has to mean that there's something wrongly coded in the city mapping model.
As we know, they changed a few things for EFLC, GTA4 doesn't have this problem.
I think they can't/won't fix it because they'll probably need to release a new version of the game, they screwed up big time.
But instead they be honest about it, they blame everyone exept themselfs.
Or simply they're stupid people at the helpdesk at rockstargames support, and don't know anything and learned to should the same 3 options they can tell, other than that you're fucked and they pretend it doesn't exist.
Have you tried on another PS3?

OP is a little biased about this to be completely honest. They attempted to help you as much as possible and obviously you've worded the replies differently for "wow, omg" type reactions. It wasn't a fault with the game it was the PS3, you refused to listen to the "buy another system" recommendation and went into it further. Then you said "They told me to shut up to solve the problem" when they obviously didn't. If you refused to buy another console to fix a hardware problem then they can't do anything about it.
Time for a new PS3, yay!

Not necessarily. Every PS3 uses essentially the same parts so its entirely possible that your bug is caused by a operation that is mapped to the defective piece of hardware.

Even is so, how could it be defecfective when still drawing the texture underneath?
At some lighting condition you can see the hi-res road under it, light shining through.
It's like a night shadow layer is mapped as an extra overlay, which is a fault.
Maybe it's simply doubling nightshadow layer at daytime, I don't know.
As I said its the software and not the CD, meaning that all versions are the same on disc, and no fault is found there.
I think all copies of this game have issues with the first version of the PS3, and mine doesn't overheat!
As I said before, GTA4 itself does NOT have this problem, and is a game released earlier, and mostly identical. (we all know they changed the city map for EFLC)
To fix this software problem, it needs a patch.
I understand the're not cooperating, because it would cost them a lot.
But that is no way to treat me the way they did.
Sure, what I wrote isn't exactly what they said, but what they did say is exactly where it all comes down to. (there's no way making a vid with huge amounts of text)
I asked them to test it themselfs on a first version PS3.
They could not tell me they did or where able to, they knew exactly that they couldn't perform that test, instead they demaned that I looked for another PS3, if not, I had to simply shut up.
If they don't release a patch, it won't be fixed.
If every copy of the game would have that problem, every single person playing it would have the problem. Only a few people are having the problem, so it's not a game issue.

I honestly think there isn't a lot of people having a original PS3 playing EFLC, thats just my guess.
Edit, oh and by the way, what does it mean that people with an Xbox360 had this problem once or twice?
I'm sorry but that's clearly a hardware issue not software.
This shit even happens to PCs when a graphics card overheats or gets damaged so no surprise someone said its also happened on a 360 (however I'm amazed at how this isn't a common issue with the 360, the whole thing practically already melts itself every time you use it).

Mine does not overheat.
The bug appears sometimes within a few minutes or instantly at startup when the console isn't even warmed up yet.
And another example, sometimes it takes hours before it finally appears, so I seriously doubt its got something to do with temperature.

The thumbnail of the video made me thought you had chosen some awful video effects. Then when I played the video a burst of fire surrounded me as I said "Console recording..." in a demonic voice.

I did filter the vid a bit to get rid of awfull rasterizing shit, I think it looks less sharp but is more pleasant for the eyes.
I hope you like the intro though, that was the only thing I could create, rest was pretty booring for me to do.

Sounds more like a memory issue. Naughty Dog, the developers of the Uncharted-series, experienced a similar problem when they were about to release the master edition of Uncharted 3 for final print. A developer noticed textures and parts of the world simply disappearing because the textures weren't streaming into the memory. However, this problem only occurred on the older debug consoles and not the new ones. Ultimately, the problem was resolved in a last minute fix (software fix, mind you).
So, to me that sounds like a software issue that needs to be found a work-around for. Simply discarding a console doesn't sound like a very good idea because one title isn't working as intended.
I, too, have the 2006 EU PS3, however, the problem doesn't occur on my downloaded version of the game, it might just be with the retail copy; where the data has to be streamed from a BD-disc rather than a HDD. I would love to check this out for myself if I could get a copy of Liberty City Stories. Who knows, this might not even be a problem with GTAIV: Complete Edition, and just on the separate Liberty City Stories release.
Has there been other cases of this or is this an isolated incident? I would love to hear more about that.

Dude, you're the only person who's suffered this problem, ok? I've had Liberty City + expansions on my PS3 and never had this problem. After you deleted your data, bought a new disc, etc. you should've realized it was your problem. Rockstar can't release a tailor-made patch to you. Buy a new PS3.
The feedback in this thread makes me wish I could punch people in the face over standard TCP/IP.

Just ook at these variables:
Disc or download? - Disc!
Old or New version PS3? - Old!
Minority or Majority? - Minority!
Tested by devs? - No!
Hardware or software problem? - Software!
Patch required? - Yes!
Response Rockstar = ignorant and demanding the undemandable while they refuse to test because I'm a minority, they don't wish to spend money on clients like me.

And yes, I own the 2006 PS3, and it too broke with GTA IV. I replaced it with a new PS3 and GTA IV worked. Then I got my gaming PC, so now I play GTA IV EFLC on there.
And you act as if Rockstar is the only company with bad customer support, look at EA's for example. I got BF2 way back, now it won't install. I asked if I could have a new copy, and they told me to get it on Origin, which I kindly refused.
PS. The PC version of GTA IV is more broken then the Console version.
