next is offer to hire and give russian citizenship to all members of disbanded Berkut police forces

The US can, and does it too. The president can send forces places without congressional approval. There are limits on how long this can happen though.

They're masters of this kind of stuff, as I understand it they did something similar in the former Czechoslovakia in '68.
I'd rather call it devious than clever, though

That was a bit different. They pretty much absconded with our president and tortured him until he signed an agreement which allowed them to enter in "brotherly" help.
The whole thing was actually very close to becoming an actual war with our army itching to start shooting at the other warpac ones. In some places you had very big pressure on soldiers to actually stay in the barracks.
Didn't help that a significant contingent was east german, which just reminded people of 38-39.
This is different in that half of Ukraine is very pro russian and the second half is very anti-russian as opposed to the situation in 68, where hardly anyone here considered even the possibility of warpac invading. In part because we were part of it and because the whole defrosting was done under the guide of actual communism. I think the catchphrase was socialism with a human face.
I for one welcome out new Putin overlords.
