It's integral infrastructure in modern society - it can restrict your understanding of current affairs, your social connections, impede on your ability to perform work, and sever connection to a lot of financial services.
It may not be "life sustaining" levels of critical infrastructure like water/gas/electricity, but it has direct impact on those services despite being a tertiary contribution.
I can think of a few countries that I'm sure are thrilled.
Does this mean those scummy laws people try to pass that want to control internet traffic and all that shit are now human rights violations?

it also means any company that cuts off your internet due to VPN/Server hosting/piracy/etc. is a human rights violation.

No, it means that suppressing internet services with the goal of slowing the spread of information is a "Human rights violation" according the the UN, which doesn't really mean anything because virtually no one takes the UN seriously when shit hits the fan in their respective countries.

During the Bahrain uprising in 2011, the regime throttled the internet down to speeds of 2-5 kb/s to prevent video uploading and prevent communication. That is what they are referring too.

I can't find the articles about it ATM but I remember someone trying to push the idea that they could sell you different internet packages separately, forcing you to pay for each kind of media you wanted to consume over the internet in bundles in a similar way that they do with cable TV.
For instance, they wanted to sell social media, gaming, and video streaming separately, so you would have to pay separately for the ability to use Facebook/twitter/etc, online games, or youtube. Instead of just paying once for your internet speed to connect to everything.

Also I don't see how you would argue it as a human rights violation to splice up internet content in that way, at the most you might argue that access to social media and information sites would have to be mandatory on even the most basic plans. At the end of the day you're paying for the privilege to post or read whatever you want on the internet, how you pay for it isn't really relevant to the UN, as long as they're not suppressing your access to it intentionally for the reasons already stated above.
UN is a joke and it only takes action if the country is small and can't affect the world economy.
