If it's metal (and it probably is) - If you just grab the handbar below the top part a bit the wrong way, your hand gets flung off to the top part and it's bound to cut your hand (not off, but cut it.).
This isn't only unsafe, this is hazardous.

I never said no fun allowed, it's just that the top part of this playground.. object, is too unsafe.
Those metal bars are a little close to the "fling radius" for my comfort.

I just saw a kid walking up and getting scalped by that thing in my head. I want to play on it though.
There was a toy at a playground i used to go to. It was basically this thick peg with a flat base. You could sit on the base and wrap your arms and legs around the peg, then someone else spun it. Since it was small, it would get spinning really fast, and the centrifugal force ripped you off of it if you didn't have a good grip.
That thing would make you throw up good.
