It's because people like this do not pay taxes, and deface public property. They also drag down the property value in communities with their vandalism and delinquent activity, and generally decrease the quality of living. I have no problem with unemployed individuals; only the one's who leech off of the rest of us to sit around getting high and vandalizing our communities.
