I double checked, and no. This is not satire. Tokyo Game Show was actually hit by a (small) earthquake in Japan.

Actually I thought about it when I looked at the nature of IGN's article. Plus I noticed there was an earthquake during 2011, but I don't certainly know if this one is more recent (given to the date of this article).
Summing up: IGN shitpublishing about how it is playing videogames on an earthquake.

When I was there it seemed that relatively minor earthquakes were no big deal. Most people didn't even blink an eye.

They're buildings are earthquake resistant so it probably wasn't enough to cause major alarm.
