• Photoshop help with vector

I'm trying to animate a character I drew in ink. I scanned the picture and put it on photoshop CS4. Now how do I make a basic, well rounded bold black outline where the ink lines are? I drew black around him, but i can't edit those lines. Can I convert lines I draw into vector? Also, what are the best ways that you use to convert images to vector?
use illustrator to vector, better quality, easier to vector with and much cleaner overall
flash for vector animation.
live trace is the only way u roll

i use illustrators pen tool all the time to trace drawings and i get pretty good results, you just got to take your time
