And to get more technical about it, the SVD has design flaws in its barrel and hand guard that result in poor accuracy, thus poor range, thus poor sniping. Also do you realize how bad Russia's budget is? They still use AKMs and even Mosin-Nagants, plenty of the gear they use they use because they can't afford anything newer.
