It makes sense. When you prohibit people from doing something, it sometimes has the inverse effect.

Positive mental state means people are less aggressive, etc and then are less likely to bully peers.
If only all schools did this when I was in elementary school :(
I wasn't allowed to go to recess because I got bullied a lot, so I got to play with legos and star wars toys inside!
I don't remember there being many rules at recess besides no throwing rocks and carrying sticks and stuff.

You would think so, but a lot of the kids like me loved the idea of indoor recess because there was rampant group bullying at my school

I remember in Primary School, at 2nd break you would have to sit above the oval and wait for a teacher to allow you into the oval

After my 8th grade class moved onto high school my old middle school ditched recess all together and I think every other school in the local system did so as well. Those poor, poor souls.

Yeah there are going to be more injuries or a serious injury in the long run from this I bet (even if it hasn't happened yet) but positive rough-housing is good and what a better place to do it than under the supervision of a school.
If things do go wrong, you have the teachers right there ready to help out and get assistance if need be. Sure as hell beats the same thing going on after school when kids cause a ruckus at some random junkyard where they might not be able to get the help they need if they get injured.
Besides, better to be risky and adventurous when you are in your youth than when older.
For a short period of time in my elementary school, we were not allowed to [B][U]RUN[/U][/B] during recess.
You should've seen some of the reactions from the parents.
It's amazing that this school has no rulebook for recess, it was unheard of back then.
I broke my arm playing touch football during recess in the fifth grade.
My school basically did the same thing this one is doing. I remember we even used to bring out beyblades and play with them on the sidewalks.

The school district I live in now does this at a high school level, its incredibly stupid.
If anyone ever gets in any kind of fight, both people involved get expelled. Which mean bullying is more likely to happen, because the bullied person is less likely to want to fight back. A fight might never break out due to the bullied not wanting to get expelled, but the problem just gets worse and worse and worse because of this.
Thankfully I only went to that school for a single college-prep class so I didn't really get too involved with it.
Here is how recess was for us:
K-2: We got three 15-minute recesses. We were not allowed to run, or bring anything with us to the playground. We were only allowed to play on the equipment that was out there. There was also a lot more kids than there was equipment, which meant it was first come, first serve. The teachers did nothing but watch us.
3-5: We got two 10-minute recesses separate from the K-2 recesses. Same rules as above, but we were only allowed on half of the equipment because we were, "too big". The first come, first serve issue was even worse.
Sixth grade was the start of junior high for us, and from then on, we no longer had recess.

Giga pets and Tamagotchis dominated my 4th and 5th grade years from what I remember. This was in the mid-90s.
Beyblade was huge at my school but we only ever bought the shit knock-offs from the dollar stores so we went through like seven a week
