Microsoft has been working on a new browser that they currently call Project Spartan. While the name has not been finalized, this new browser represents a break from Internet Explorer and has many new features too.
At Mobile World Congress today, Microsoft confirmed that Spartan will be included in the next preview release of Windows 10. Many were hoping that Microsoft would have released a build in February but alas, it is now March which means that the last release came in late January.
I hear the mobile version will have the address bar at the top. Two steps backwards, with that design choice.

I don't know, being a windows phone user and also having used various iOS and android devices I'm kind of indifferent about it. I am a lot more interested to see if much needed features make it into the mobile version, like say the ability to upload generic files and not just images to a website. Will also be interesting to see how this browser is with regard to page render speed and compatibility. That said would be nice if they simply left it as an option, so that a user could move it to the top or bottom if they preferred.

I think having the address bar visible at all is a waste of screen space 90% of the time. Since most of the time you would scroll down a page, I wonder why they don't have the address bar at the top then hide it as you start scrolling down. If you scroll back up a little, it could appear again.
Pretty sure I just described something from iOS...

Mobile chrome lags my phone like crazy, freezes constantly, and if it freezes while the address bar isn't up I basically have to force stop it to use it anymore. I'd rather just not have a mobile browser that fucks up constantly but an address bar being up there isn't a huge deal to me

You described chrome mobile, at least. When you scroll down it hides the address bar and if you scroll up it unhides it.

Chrome works just fine for me on both my tablet and phone. It does not work well on my old phone though so perhaps you should consider upgrading soon if your phone can't even run Chrome.
And Chrome does indeed hide the address bar and only shows it when you scroll up.

That's one feature I really don't like in mobile IE.
Why do they keep naming they're new stuff after things in Halo?
Why do they keep naming they're new stuff after things in Halo?
Because It's Microsoft's last claim that they made anything good, and therefore, by association, 'x' is also good.
Why do they keep naming they're new stuff after things in Halo?
Because they keep using Halo names for pre-release codenames and people go "OMG A HALO REFERENCE!!!" So they keep it.
Don't worry. Sooner or later, we're going to have to deal with Project Banjo Kazooie.
I doubt they would name it off a franchise that was really only popular before they purchased Rare.
