Don't know how much of an angle exactly, but the terminal velocity of a bullet is not lethal.

I think that what he wanted to say that horizontal bullets are dangerous.
now I'm not sure scientifically about it, but I'm pretty sure bullets get enough speed to be harmful when falling directly, people shoot horizontally because that'll make the bullets either land in an inhabited area, or travel a great distance over their effective range, then fall a few meters to the ground.

The rounds in this video are quite a bit larger than .30's.
