Having experienced homophobia from the bloody head mistress it will be hard to fix the problems in some of these schools without some pretty serious actions being taken related to the staff.
The church is against homophobic bullying? Isn't there some sort of irony in that?

Knowing Stonewall their solution is probably "why bully gays when you can go after trannies instead?"

Even regular bullying is often ignored by school administrations: if they don't see it, they don't have to deal with it, and that looks better on the books.

And if you fought back, you got suspended under the school's zero-tolerance rule on fighting. They didn't care who started it. So you either ran for a teacher while getting your ass beat or you got sent home assuming your parents could come pick you up after you defended yourself. But hey, it ain't bullying, it's fighting. Fuck you with a rusty machete, Mr. Green.
