I'm pretty sure that they wouldn't charge for that, you just need to log in as yourself on your friend's Xbox.

I'd expect it being tied to your account meaning you can uninstall games you finish and then reinstall them if you want to play again (now the problem is how much time that would take).

I'd assume they're free-floating. Then tying games to them makes at least a little bit of sense. There's no way even Microsoft would be dumb enough to charge people to play their games again if the console is broken/stolen.
It still would require an internet connection, though...

You CLEARLY don't understand what you are arguing.
It is like saying that your games are linked to your steam account and that you can use your steam account ANYWHERE.
Let's look at the differences.
Steam -> Buy game -> Game linked to Steam Account -> Login to steam on any computer to play
Xbox One -> Buy Game -> Game linked to Xbox account -> login to xbox account on any xbox to play

Honestly, people are hating the Xbox for no other reason than they want to.
Nothing they've released so far has been a "death blow" to the system.
It looks incredibly nice, they have added some extra features that some people will enjoy, and so far it seems like it is going to be reasonably powerful.
Unless they come out and say the Xbox is powered by a 0.5MHz octacore with CPU driven graphics, there is no reason why the Xbox should have any hate towards it at the moment.

Well, the article doesn't specify a second Xbox, it specifies a second account. If that's the case and accounts can be logged into anywhere that wouldn't be bad, especially if it means you can access your saves as well.
Now, if accounts are locked to one Xbox, then this is incredibly stupid.
Well if they want to eliminate used games they're gonna have to look at what valve does with sales and understand that's how they keep people buying shit because call of duty staying at 60 quid forever doesn't work when there's no used game alternative.
In Microsoft's defence, this is almost what Sony did with the PS Vita. If I want to install my copy of Persona 4 Golden on another Ps Vita, I need to do a factory reset.

accounts are probably saved, but games are locked to your Xbox. it's a really vague article; i wouldn't draw any conclusions just yet

I always have gatherings with my friends, one of us brings a fighting game, we stick a game in the system and start playing. If we had an Xbox One instead, we would sit there, wait to recover gamertag, wait for game to install, [I]then[/I] play.

You could hypothetically get a group of friends, buy one game, install it and then give it to other people for them to pay the licensing fee at a lower price (assuming there is no limit to how many isnstalls you can o)

That is true, although part of the reason nobody buys the Vita is because Sony fucked up their marketing (I didn't even know it existed until I wanted to buy Persona 4 Golden) and lack of good games.
I can't even name five off the top of my head.
