I kinda agree with them, it's like labeling Metalheads as a 'Gang' because they dress up weird and get drunk more-so than the normal person *USUALLY.
Make sense, doing this really puts them in bad light despite them really never doing anything wrong. A few of my friends really liked ICP but they're the biggest bro's ever, wouldn't hurt anyone.
Some of their fans are idiots, but every band/group has idiot fans.

I'd like to remind you when another singer got onstage in one of their concerts they started pissing in shoes and then throwing said piss filled shoes, shit from the porta-potties and other things at the stage.

When I was in high school there were about 15 juggalo's who called themselves a gang "wicked clowns" or something like that. They used black and green as their colors and were always fighting with the latin kings at school. Until the "leader" got shot 4 times. He lived.

I don't see how fans being particularly rabid or picky makes them a gang.

i live literally in the middle of juggalo hills, california. Half the people who are juggalos here are into smoking meth, and dealing drugs, and most of them are schtizo/have other pretty bad mental problems.
I don't have a problem with the people who are cool with listening to them, but juggalos in my area are batshit crazy, and i could easily seem them classed as a gang after seeing the deeper side of things. Most i know are violent, and won't hesitate to get in your face.

back in my high school, we had a small handful of punk posers who claimed to be part of the... Deuces? Aces? Not sure if it was a real gang or if it was their own knockoff brand. Anyways; there was one day when there were three of these kids throwing rocks across the street at me and two friends (one of whom- 'Bud'- 6'6 burly goth-ish dude), shouting things like "pussies!" and "don't fuck with us" and whatever
bud and the other friend (super tiny scrawny kid) took off across the street, latched onto one of the guy's shoulders and quickly tipped him over onto the grass, then Bud proceeded to bark like a mad dog while throwing fake air-punches like he was beating the kid up hard. The other two kids booked it, and when they stopped to gawk back, bud stood up, struck a pose, and belted out

this spawned a new pseudo-gang, who's only purpose in life was to show the posers they're idiots; at least half of the guys I knew who were in it became juggalos. They were pretty hilarious though, it was like a biker gang as far as the people looked but they would just tease idiots and do shit like drive-by snowball fights and the occasional community service when the town had events

having said that, the juggalos I know of at this point in time have some serious issues but hey I guess they're having fun. The "we're a family, not a gang" thing is how a lot of gangs view themselves though, no?
