Is there more sound information than "They knocked on his door" and "because I said so" it doesn't sound very plausible, at all.

If this was the one running at the officer that could have complicated things further. Also as for "knocking on his door", perhaps MI5 did knock on his door, not to ask him to work for them but to investigate him??
I misread Mr Nuseybah as Mr Noseybonk and got rather confused

They happened to fail to kill him, so they sensibly didn't finish him off as he ceased to be a threat. Shoot to kill is the initial rule for stopping an armed threat, not an imperative that must be followed all the way through.
