It's definitely a start. Maybe the Putin government will think twice about their occupation of Crimea when their economy suffers as a result. It sucks that we have to do this though. I mean, most of the people in Russia are against the Russian military tampering with Ukrainian affairs, and yet they're probably going to be affected very negatively.

However, it's gone unused for so long that the people in charge don't even remember it's there, and thus don't update the rules or shut it down or anything. Enough poor people in need of a stable career and structure in their life to fill the ranks of warm bodies to absorb bullets.

The United states has always had enlistment as part of the culture.
