Here's what the government says about the bill in the Queen's Speech briefing notes

And here's an article, though I don't think anyone has any more info than what's in the briefing notes
Motorway services and petrol stations may be forced to install electric charging points as part of Government plans to ensure the UK "remains a world leader in new industries".
An Automated and Electric Vehicles Bill will be introduced to encourage the use of electric and self-driving cars, the Government announced in the Queen's Speech.
Seems okay
Woah the Government doing a good thing?

Theresa May is shitting herself rn and is trying to get in as many people's good books as possible so that the conservatives stay in power
I don't think the British Tories are climate change skeptics, at least not to the extent of american republicans, so this isn't too surprising.
It will be interesting to see how Corbyn responds to this.
They need to bring back renewable energy subsidies, or this is bad.
The EV part of it sounds potentially weak. Requiring chargers might be good but most motorway services already have them, and if they just require a charger without specifics then an outdoor plug fits the criteria. The only way I see it really being helpful is if they use it to push the next gen of rapid chargers capable of 150+ kW output.
What they really need to do is legislate to make home charging easier. Force landlords to let tennants get one, deploy street side chargers, ect..

You say that but the guy in charge of the environment is a climate change skeptic
If they want to do something useful then they should make it so that charging network payment models are standardised in someway. Having to have 4 different cards and 4 different apps on my phone is a bit annoying. Tesla seem to be the only one that have actually got this sorted out. With a Tesla you just walk up and plug in. It figures out your car, bills your account and you don't have to worry about it.

Source?
Michael Gove has systematically voted against environmental policies for pretty much the whole time he’s been in Government – even if he’s not technically a full-on climate change denier, he must be a sceptic to have consistently voted against pretty much all legislation to reduce greenhouse gas emissions

Theresa May has brought Michael Gove back to frontline politics as Environment Secretary, a move which has surprised some commentators because she sacked him as Education Secretary last year.
Green activists and politicians have reacted with dismay at the decision because the Tory MP's voting record reveals he has generally opted against eco-friendly measures, such as reduction in carbon emissions and financial incentives for low carbon emission electricity generation.
I'm not sure but from what I can tell Gove isn't responsible for climate change policy.
The Labour government took climate change away from DEFRA and gave it its own department, which the Conservatives infamously abolished last year. When they did that, climate change policy passed to the Department for Business, Energy and Industrial Strategy, which has a Climate Change Minister, who seems reasonable enough
Jaguar Land Rover are doing a big push for engineers and technicians for electric vehicles.
If you're in the UK or wanting to get into the sector now is a great time and this can only help that.
They're under the same branch now aren't they? As JLR?
Their E-Pace SUV seems to be in the right area, but still only targets upper market people, then again it is a Jaguar.
Electric cars need to drastically start coming down in prices, the LEAF is the only thing that touches it.
