In Canada, they are debating whether to make drug users go to rehab, but not arrested. This is because they believe that it is an illness. Not their fault.
What I think is that sure, it is an illness, due to the addiction. Though, you are the one who started it. -You- made the decision to ruin your life. (Big drugs, I mean). (Also, you refering to the drug abuser).

I think rehab-ing them is a good idea, but arrest if they repeat the offence.
blaming anyone doesn't solve the problem. saying "oh it's the drug user's fault" gets gets us literally nowhere.
the focus should be on what actually works best in stopping addiction. there's a societal stigma against addiction, which does provide an incentive to stop, but at the expense that it's difficult to find treatment. on the other hand, providing rehab clinics solves the second problem, but at the same time it creates an expectation that there will be a safety net, which may remove disincentives to get addicted in the first place.

Tabacco and Alchohol kill more than any other drug. By logic, you should be allowed to put what you want into your body, and although my first statement is a flawed logic seeing as they are legalized therefore more wide-spread.

Drug users SHOULD go to rehab, and not clog up prisons with people that need other help. It's not like they murdered someone or kidnapped someone.
They need help on their drug addiction, but not go to prison since it won't do them any good.
If they repeat their drug offenses, then obviously they have an illness where they just can't quit, and need to be kept in rehab for a lot longer.
Imprisoning someone because they're unfit to not relapse is a stupid idea. Like the other user said, imprisoning them only sets everyone back by filling up prisons ambiguously with murderers and drug users.
People should have the right to put whatever they wish into their bodies, even if it is severely reducing their lifespan.
What [B]should[/B] be done is inform the general public that these things can be damaging, and if they already know and still proceed let them as long as it doesn't involve or harm other people.
