Kremlin-backed candidate Sergei Sobyanin has won the election for mayor of Moscow by a narrow margin, results released by Russian election officials indicate.
After a nearly complete vote count, Mr Sobyanin secured 51.3% - just above the 50% threshold needed to avoid a second-round ballot.
His main rival, pro-democracy movement leader Alexei Navalny, obtained 27.3%.
He has called for a run-off, saying the results were "deliberately falsified".
"pro-democracy" - Is that the party type or is there actively parties against democracy in Russia?

FTFY.
There is no democracy in Russia. It´s just communism named "democracy" in Russia.

Arguably "United Russia" (Единая Россия, party in power, also - The Party), which is Putin's very own pet. That's kind of obvious.
As for declarations - no; that is true, no one openly declares monarchy/totalitarian state.

Except "communism" is something more than that. Kleptocracy fits a lot more.
