Likely because of his inhuman demeanor and the slow zoom over the course of the video. He has a lot of difficulty speaking in english, it seems.

My voice does the same kind of thing when I'm speaking German in my language class. I guess it has to do with focusing on what to say more than focusing on your pitch or whatever. It's so much easier for me to read in a low voice in English naturally than in a low voice while reading German.
