[B]With no deal, officials said U.S. President Barack Obama would not meet with Zardari.[/B] The two leaders were to possibly meet in a trilateral meeting with Afghan President Hamid Karzai on the issue of political reconciliation in Afghanistan. Pakistan's support in reaching a deal with the Taliban is seen as critical in ending the war in Afghanistan.
Secretary of State Hillary Clinton is expected to meet with Zardari in Chicago, the officials said.
Ahead of the NATO summit on Afghanistan's future, [B]Pakistan was requesting $5,000 per truck as a condition to reopen the supply lines[/B] between the two South Asian countries, U.S. officials said. The officials said Saturday that the United States would not agree to pay the stiff fees.The new cost is a sticking point in weeklong negotiations between Washington and Islamabad to open the roads, known as the ground lines of communication or GLOCs. U.S. officials say the fees are inflated.
[B]"We're hopeful the GLOCs will be reopened soon, but we're not going to agree to unreasonable charges. The Pakistanis understand that," said a senior defense official who is not authorized to speak publicly about the talks.[/B]
Previously, the United States had been paying just a "small fraction" of the requested fee, officials said.
Defense Secretary Leon Panetta said the United States would refrain from such a deal due to budgetary restraints.
"Considering the financial challenges that we're facing, that's not likely," Panetta told the Tribune newspaper service earlier in the week.
[B]Pakistan shut down the supply routes -- stretching from Afghanistan through the lawless western tribal regions of Pakistan and down to the southern port of Karachi -- last November after dozens of its troops were killed in a mistaken U.S. airstrike.[/B]
The routes offer a shorter and more direct route than the one NATO has been using since November that goes through Russia and [B]other nations and avoids Pakistan altogether.[/B]
Pakistani Ambassador Sherry Rehman said Washington was paying more for the northern route.
"Perhaps, if you look at the end route where your trucks move through much longer, but I believe the double of that amount is paid," Rehman said.
But U.S. officials said the nations along the northern route do not receive "Coalition Support Funds," which should allow Pakistan to lower costs.
The supply route will take on more significance as NATO troops prepare to depart Afghanistan by 2014 and will have to move heavy equipment and supplies out of Afghanistan for shipment from Karachi.
The drawdown forms a big part of the agenda at the NATO summit in Chicago starting Sunday.
[B]Pakistan did allow four trucks containing supplies destined for the U.S. Embassy in Kabul to cross its border Friday, the first in six months.[/B]
Rehman called it a first step.
"So this is a new beginning. And, obviously, I bring good tidings," Rehman said.
But U.S. officials were less optimistic. Besides the cost, said one official familiar with the talks, there remained "quite a few other issues" to be worked out. He did not specify what those were.[/QUOTE]

Currently they fly over Turkmenistan from Rammstien in Germany. It depends if it is cheaper per ton than by vehicle. at $5000 a truck and being able to carry roughly a ton and a half vs a C-5 that can carry quite a lot more at whatever price. While in all truth it probably not, its still not giving Pakistan money for being shady fucks.

Which is exactly what makes the threat effective.
Declaring war means the civilians are your target. Pakistan can't even begin to protect itself from the US in war machine mode.
And we call these people allies? First they get busted hiding Bin Laden right next to a military base, now they're ransoming our supply lines?
These cut off supply routes are the reason why it costs so much to move materiel around. It also causes a lot of grief for the truck drivers. Pakistanis would also cut into the conexes and steal everything.

Since when is declaring war making civilians your target?
Declaring war would be no different than how we did previous "conflicts" like Afghanistan and Iraq.
Declaring war doesn't magically increase the effectiveness of the military.

A declaration of war is quite different.
In a police action like Afghanistan or Iraq, your goal is the destruction of a select few individuals. You are seeking out certain smaller groups and destroying them with minimal casualties to the civilian population.
In a war you see the downfall of the nation. Military facilities are targeted merely as a means to crush their defenses so that you may in turn destroy their manufacturing centers. Their manufacturing centers are almost universally civilian population centers and are likewise manned by civilians. No point in finding their military hardware. That is for idiots. Blow up their supply lines and let their soldiers starve, their small arms run dry, and their vehicles run out of fuel and spare parts. You continue down this path until your opponent surrenders.
This is why wars are rarely fought in modern times. Justifying this path is difficult. Buuuuuut if Pakistan funds groups that seek to intentionally attack civilian targets in the United States, then it is a de facto declaration of war and should be met with the full force of the United States military.

Virtually every tool in the United States arsenal is based entirely around fighting wars in this fashion.
B-52's can house racks for hundreds of bombs. Abrams tanks are designed to drive through clouds of chemical gas. Apache gunships network with other Apaches to simultaneously launch hellfire missiles to take out upwards of hundreds of targets. Massive stockpiles of landmines (including anti personnel), chemical gas, and general munitions are maintained at all times. We are designed from the ground up to fight wars on this scale.
