Isn't it just for the canals? Like, so people in canal boats can just post mail there? That's what I always assumed.

Sadly it took Geller three attempts at posting a letter to his pen pal in Botswana till discovered that the Post Box was fake, the letter was ruined, but he did catch a 3lbs Pike.
