The only reason I can think of announcing a covert hack is so other nations and groups take notice and also launch their own hacks because the US will just get the blame for an extremely severe cyberattack they have no role in, or a lesser role. Or they announced it so the world knows we can offense and not just defense

If anything I would imagine it's better to lull them into a false sense of security so that when we do decide to strike, their defenses are all the more easy to penetrate.
