it's whitewashing, it doesn't matter if it's technically correct or not - it's trying to propose an alternative theory less critical of the NYPD to sway public opinion.
it's the difference between saying "the prisoners at the auschwitz concentration camp were marched into the gas chambers" and "the laborers at the auschwitz rehabilitation center walked in orderly lines to the showers." both are technically true but the second one is just a whitewashed, PG version that is less critical to forward an agenda

What you're describing is changing the viewpoint as opposed to whitewashing a much.
The edits are more careful - the adddition of was bigger,changing raised arms to flailing arms etc.
A much better idea is to take your first sentence and add in - the prisoners who were considered dangerous enemies of the state.
So what's to stop a disgruntled civilian/employee from implicating police department(s) or other organizations in obviously biased or shady wikipedia edits? nothing, people eat this shit up.

To be honest, I see the exact same phrases used on the black teens who were shot. The media does their best to portray them as sweet, high schoolers of outmost standing and character.
On top of that, this article does a very bad job at whitewashing as it fails at the first objective - change the narrative.
Here we have a SHOCKING MURDER and the media maintains the fact that it was a murder. It just asks the question why.
There isn't a battle of narratives here. On the other hand those cop shootings have two strong and opposing viewpoints where the boundaries of what is and what isn't a victim is being paraded back and forth.
On one side you have an attempt to cast the cops as evil murders who shoot coloured teens of amazing characters senselessly. And on the other, you have the narrative of cops who were concerned and afraid for their lives or doing their jobs.
As such, when you're whitewashing, you generally work on the perception of the victim as opposed to on the perpetrator. If you can create a certain image of the victim in people's mind, it doesn't matter who or what the perp actually is or why they did what they did.
