It just makes more sense in terms of story arcs to call it Episode 3.

theres an interview where gabe said he abandoned the episodes idea and decided to make it a full game instead.

No, Gabe confirmed that they'd given up on Episodic content.
Half Life 1 was its own storyline.
Half Life 2 and its episodes is its own storyline.
Half Life 3 will be its own storyline.
It will be titled episode 3 because calling it Half Life 3 suggests it not being the same arc.

Several Valve employees have called it Half-Life 3 in interviews (probably because the interviewer called it Half-Life 3 first). And 2 times in the past year Valve's JIRA project tracker has been made public, both times containing a project named "Half-Life 3" and the last one had "Half-Life 3 Core"

In my opinion Half-Life 3 sounds a lot more welcoming to new people than Episode 3. Also if Valve announces a Episode 3 even if it is the length of a full game people will bitch and moan.
Valve is a company, their purpose is to make money, they've probably decided that having their staff working on F2P games and Steam itself will be a more profitable use of time than Half-Life 3
If HL3 was the most profitable thing for them to do they'd have done it by now.

Yeah it did but it remained the same both leaks while the Half-Life 3 one had 6 employees added and the "Half-Life 3 Core" added the second leak.
Doesn't mean it's coming out soon though, just that it's in development.
