Spies have been killing people in other countries since the start of time. It wouldn't surprise me if this was a shoddy job just to intimidate them.

NDR and WDR are German state TV though, and very reputable. However, as the article quoted by the OP says, it's still completely uncertain whether there was indeed a murder plot or if it was (alleged) espionage only. The German broadcasters reported as such too, but The Local's title is pretty different.
