Keeping this short, I wanna make a post-apocalyptic story about after some country nuked the US. Before anyone says it, yes, this is basically going to be Fallout Series fan fiction, but I don't want to come out and blatantly say "HEY FALLOUT," so I don't want to use that back story. I'm not huge into politics, so I ask you, dear Facepunch, what country can I write attacked the US? (Assuming we did some dickish stuff.)

North Korea has nukes but not ICBMs- no missile of theirs can reach the US at the moment. Their last test of a long range system crashed into the ocean right after launch.

I would say Iran once they have the full capability. Then again, Iran don't really have the balls and are probably happier just selling weapons to the Taliban and anyone else who wants to have a pop at the west.

Yes, if you want it to be really original make a storyline about US-UK relations deteriorating and eventually the countries go into a nuclear war.
North Korea (or rather Kim Jong Il) is crazy enough to do it, and they have nukes but no proper delivery system. The nuke wouldn't make it over the ocean. Dropping it Hiroshima-style, using an airplane, would be impossible. The US Air Force would detect and shoot them down before they get the chance to leave Asia.
Iran has nukes, I'm not sure about a delivery system thou, and they don't seem to be aggressive enough. They seem like the kind of guys who build nukes and sell them to the talibans/threaten Israel with them.
Russia have nukes enough to wipe out every human being on the planet (Tsar Bomba yeah!) and the proper delivery systems, but they have no reason to nuke the US now that the cold war is over.
North Korea allies with Japan and together they create supernuke that blows off america in one or two hits.

It's probably more likely a bunch of terrorists will set off a dirty bomb in the centre of a city. No physical damage, but mad radiation levels for several generations, making the city centres a no-go area.
The thing with this is, most super powers are not in such a state of civil disarray (yet at least) that they would need or want to bomb an entire country.
Remember, one country causing nuclear fallout would result in [b]huge costs[/b] from both sides. Not to mention whomever set off the nuclear weapons would be [b]the most hated country[/b] on the planet. They would be considered terrorists and traitors to humanity itself, that's why Russia was so offended by Modern Warfare 2 and honestly I don't blame them. The game makes Russia seem like they're arrogant terrorists who are so barbaric they'd wipe out an entire nation of people without second thought.
That aside, realistically, the only countries that would really consider nuclear warfare in modern day would be third-world countries that have weak/broken governments and are essentially governed by militia or generally military controlled.
[b]My suggestion to the OP[/b], pick an underground group, possibly middle eastern, to start the nuclear war who deceive one side into thinking the other side fired a nuclear warhead in aggression. Try to tie in some crazy religious radicals bent on 'cleansing' the world or some Nazi-ish sort of belief that only a certain type of people should live. This way, the story won't unrealistically depict a large civilized society of people as barbarians with no value in life.
Pull a Jericho story, the country nukes itself.
