I'm late, mods can lock this
For fuck sake how do you fuck up that badly.
Not Apple's fault. Parents fault.
Maybe need to fix it form f2f to p2w or make it so you need to type you're password in very time

He knew what he was doing.
When will people realize that you A) Shouldn't enter your creditcard information on your kids' devices or B) Have them properly passworded or w/e
this is why apple needs to make it so you can create an account WITHOUT tying a credit card to it, so parents could just dump itunes cards on it or something, would fix this easy
Oh. I'm late. Whoops.
So the father's getting the son arrested and criminally charged to embarrass Apple. Riiight.
Shit parenting ahoy.

I believe this is already possible.

You can do it, but they need to make it a hell of a lot easier.
But parents also need to stop letting their kids buy these things, when it asks for the password to authorise the transaction the parents shouldn't allow it.

It's not really obvious though. I believe you have to go into iTunes and go to a free app, when you try to 'purchase' the free app you can create an account without cc info, during the normal registration process you do have to put in your cc info. Or at least it was like that a couple years ago.
