Just remember, drugs always start out as medicine, then when the society sees a sign of addiction (actually a lack of self-control and moderation), the medicine gets outlawed and everyone that has no idea what it is calls it an evil "drug". These bags probably would have been sold to people that began their addiction as a patient prescribed painkillers and a lack of self-control ended up changing their lives for the worse. Someone was definitely going to sell those baggies. No one that uses heroin keeps a backpack full of it.
