Still, the Obama administration’s top diplomat said the majority of his discussion with Mr. Lavrov focused on issues other than Ukraine, particularly the advances made by Islamic State fighters in Iraq and Syria and the continuing negotiations with Iran over its nuclear program. “We came together today in order to try and focus on those issues where we can find the capacity together to make a difference,” Mr. Kerry told a news conference. “We talked about many other issues besides Ukraine.” He said the U.S. and Russia would increase intelligence sharing concerning Islamic State, which is also known as ISIS or ISIL.
