The other way to look at it is this tool catches 50% of illegals checked with it. Better than nothing.
Of course, that's assuming employers even bother to use it, a number of industries in the US rely very heavily on slav--er, excuse me, immigrant labor.

It's voluntary, why would any employers even use it? If they can pay illegals almost nothing to do a ton of work, why would they give that up?

The other way to look at is these employers pay illegals more than what they would receive in their home countries. It's hard work, but it's better than nothing.
