From what I understand, the spots seem to be constant. If it was a meteoroid or asteroid impact it would flare up and then disappear again.

Also a "meteor" is name for the bright light we see when a meteoroid creates a flare in the atmosphere, not the name for the object itself.

I wonder if it's just a deposit of mineral that happens to reflect light much better than the ground around it. Possibly from a meteor impact?

The leading theory appears to be that they originated from cryovolcanoes (similar to volcanoes on earth, but with water or methane or other things that stay liquid at colder temperatures, instead of magma). Apparently what might have happened is that the "volcanoes" froze and left frozen residue.

I wish people would stop with the "aliens confirmed" jokes by now. It's not really fun anymore, and often if you look into what's actually happening instead it can be very interesting.
Also that joke was already made in this thread, we really don't need the same joke three times in 9 posts.
It would really suck if this was from alien life, but when we got the chance to investigate, it turns out that the aliens have been long dead since we found the light.

Maybe we're seeing an uncovered portion of Ceres's actual surface? Some sort of highly reflective surface that's just been covered by dust and shit.

Not really, at least not for us. They'd probably be boned, but no matter what, we'd learn something important from it.
Our finding it could mean two things, the first being that alien life developed within our own solar system at some point as a sibling to our own species, meaning that life is so incredibly-commonplace as to develop twice in a single system.
If the first option wasn't the case, then the second possible meaning would be that aliens visited our system from another star system, proving that life is or was out there and that interstellar travel is possible in some capacity.

Could it just be some pooled up water/ice reflecting the sun back? It seems to be right in the centre of a massive crater so whatever it is gravity must have pulled it into the centre.
It's a solar panel.
Powering the lights in the structures below the surface where the aliens live.
