The only two branches of government that conflict on this are the Executive and the Legislature which of course benefited from Russian interference. IMO, the Republican party in its entirety should be investigated by the FBI and not just Trump et al.

Low level campaign workers and aids, and even local campaign leadership, would have certainly been unwitting accomplices in these crimes. The real question is whether or not the highest levels of campaign leadership knew where these efforts were coming from and took active steps to arrange illegal agreements and conspiracies with them (yes).
So the charges are: Conspiracy to Defraud the United States Government Conspiracy to Commit Wire Fraud Aggravated Identity Theft (several counts) Looks like the biggest crime they could nab them on was stealing peoples' identities to make their propaganda seem less blatant. I'm still reading through to try to figure out what exactly the fraud parts consisted of.
