Probably an easier way to shift the blame if any more action is taken, "I dont have the power to do it, so it wasnt me".

As long as he doesn't want to give the west grounds for attack that is.

With the speed they anexed Crimea and gave him permission there, it wouldn't take more than 5 minutes to get reauthorization, so basically a token jesture at most, a blameshift at least
I think since he's accomplished his goals and has no further desire for the rest of Ukraine, he's trying to put the rebels down without actually putting them down. If there's zero fucking chance of them getting Russian help, their resolve is going to take one hell of a blow. Honestly I'd be supportive of the rebels to determine their own fate if they didn't have such a hard-on for joining Russia. That's not fighting for your independence, that would be like the Thirteen Colonies going "YO FRANCE, PLEASE BE OUR KING, GEORGE IS A CUNT."

I bet even he didn't want the rebellion to snowball out of Crimea. This is just a sure way of telling the rebels that "No, we aren't going to help you, we got what we wanted already."

I think you're all being rather cynical about this. As much as I dislike Putin, he certainly is no fool; he is entirely aware of the message this will send out, and how awful it will seem if he breaks his word. This is an attempt to show willing to the world leaders who want this to end - and he does not have a leg to stand on if he attempts to acquire more land than he has already gained. Even the annexation of Crimea is on shaky ground.
