That was pretty intense in the beginning. He evaded police for a good 12 minutes before getting surrounded by about 15 officers. Guess that's what happens when you do idiotic things.
45 years? Wow, talk about fucking up for life.
Well I guess if you really wanted to spend the majority of your life in jail this is how you do it.

If I were the cop and I knew the suspect was following me from behind shooting, I would have slammed on the brakes while the guy was right behind him. Suspect was probably so busy shooting he'd have no time to react. Assuming he was wearing a seatbelt (which he probably wasn't...) the airbags would have deployed on the suspect's vehicle and the gun could have been lost on im.
All I could hear was what seemed to me like dirt.

Its putting you at unnecessary risk and puts the public in danger.

Think about it this way: When you are driving around the city at high-rates of speed, a bullet is going to be hard to place in your body. You do bring up a good point which is valid if the offender wasnt wielding a weapon but, because he was, I would have played it safe like this guy did and just drive and radio it in.
Can't imagine the fear while your taking gunshots to your vehicle not knowing when ones going to connect with your body..

They don't drive like it is a fucking race, it may seem that way but they keep in mind that civilians safety comes first. For example cops don't just shoot across a 4-way in pursuit, normally they slow down a bit and check both ways then gun it. If they crash a car or hurt a civilian they will be liable for it. Most of the time the criminal crashes, stops out of fear or gets spunned out. That is why sometimes when chases get so high pursuit they cut them off in fear or someone getting hurt or even worse the driver of the car they're after kills them self or another person. This case they had to go all out because anyone who is willing to chase a police car and take shots at it is a danger to everyone in that city/town.

Then it becomes a chase on foot, which wouldn't end well for the cop. Or he could easily spin out after a collision at those speeds, or the guy could just swerve to avoid the cop and end up along side the patrol car which would be an extremely bad situation. There's several ways that manoeuvre could go wrong, and if it did go wrong it would most likely end with the cop being killed. What he did was probably the best course of action, just try and get some distance between himself and the Monte Carlo until backup arrives.

Jesus, that officer has balls. It's amazing how he manages to stay that calm and radio everything in as he's being shot at. And even then, once the Monte Carlo starts to flee, he turns around and jumps right into pursuit. Good response time too by the backup. Within two minutes of the first shots being fired, they're swarming the area.
I have a strong urge to play that GTA:IV police mod. I wonder if there are any police chase simulators.=P It's always interesting to see police chase cams.
