They are apparently assumed to be insurgents. After the initial shooting, an unarmed group of adults and children in a minivan arrives on the scene and attempts to transport the wounded. They are fired upon as well. The official statement on this incident initially listed all adults as insurgents and claimed the US military did not know how the deaths ocurred. If you read the quote under the video, you'd see that one of them is a journalist. I'd say it's probably safe to assume he was carrying a bag with, a laptop perhaps? However, that being said. This isn't an isolated incident. Civilians die in war. Most casualties of war are civilians. It's unfortunate. But this happens. Innocent people get mistaken for valid targets all the time (Or atleast, they did during the initial stage of the war and the insurgency. Not so much now).
