Tisher, you seem to be overly-pro-peace. I think peace and harmony is good, but you're saying that prisoners should be treated just fine-and-dandy and treated like kings in prison cells. 18 months is nothing. Some people get solitary confinement for 2 years or more. One man who had actually cannibalized someone while on PCP got nearly 2-3 years of solitary, and after that he went straight to a maximum-security prison for the rest of his life. This was in America, actually.

Solitary confinement is a punishment for prisoners. People need to interact with others to maintain a healthy state of mind. Punishment without end is torture and loses any lesson it was meant to teach, that is why people frown upon it.
Prisoners who cause trouble in prison are put in solitary to make them not want to do it again. Prisons are supposed to be places to amend and reform on what you have done and why you won't do it again, not a house of punishment where the gods cast the sinners for eternal damnation.

It's to them through so much psychological suffering that they learn to never do it again. The worst prisoners will shrug off physical pain or punishment, and might even think they'll escape soon with the help of fellow prisoners. Not only that, but certain, more-insane prisoners may even cause harm to others while in jail. In solitary, you're put through intense psychological suffering and have no one with you, so that by the time you get out, you're completely changed.
