It'll probably either accomplish nothing or just force the NSA to keep doing what it's doing with a slightly different method. But I can still hope.

He can order them to do whatever, and it's good. This isn't usurping checks and balances or going around the other branches of government, this is him dealing with his underlings.

I always thought the NSA was one of those departments that don't answer to anyone.
He's the President, He doesn't "call for an end". He should be telling them to stop.

All intelligence agencies report to the ODNI which in turn answers to Congress and the President for setting policy, and the HPSCI and SSCI monitor intelligence agencies directly with inspections, investigations, and auditing as necessary.
