Probably for occasions like this as well as the number of hit and runs and car accidents; having proof on your side would help greatly if the insurance company slightly doubts your story.
At least the guy getting robbed has a sense of humor about it, even in a time like that
In Russia you can get very cheap partial coverage auto insurance that only pays money to whomever is in the right during a car crash, as opposed to paying out to both drivers. Dashcams are a cheap way of having solid evidence of who caused an accident.

I think it's all of the above, but also due to insurance fraud (people will jump out in front of your car to try and get compensation money)

Why not just drive off? He's in a heavily populated area, shooting would cause so much unwanted attention that they'd have every man and woman with a gun on them in seconds.

It was most likely loaded with rubber bullets, or it's an air pistol
You can't legally own a pistol in Russia (only a rifle if you're a licensed hunter), and those guys did not look like real criminals, so yeah, even if he had intention to actually shoot, driver would survive that
Now this happened to a man my girlfriend knows. Awhile ago, actually, in May. The subtitles are bullshit, it actually was a failed attempt at a kind of... fraud that was supposed to involve (the part where the guys failed) some dirty road policemen. They were waiting for the driver to get scared of them and drive after them to where they wanted, to a local road police station, where some... some other shit was supposed to happen and result in them getting money for a road accident that in fact never happened.
But when the driver didn't squeal and they noticed the dashcam, these excuses of ganstas backed off and fucked up car's tires.
Now the guy with a gun (that turned out to actually be airsoft) is in jail, Lada's (their car) driver recently joined him there, their butt buddies are wanted.
