So, isn't this kind of stuff illegal? Because the fish are vulnerable. Well at least in Canada it is.. Unless they are going for the Roe and have a license.

No these are Asian Carp in the Chicago River. The sound of the motor startles the fish and makes them jump out of the water.
They're on the verge of entering Lake Michigan which could ruin the entire ecosystem of the great lakes.

It's Asian carp, and every last one of them need to die. I think in some states they'll actually pay you per fish. Invasive species are horrible on local ecosystems.
