From what I've heard, this was a real video shot by some holiday makers, which became somewhat viral and was spotted and subsequently used by the BBC.

Top gear is usually comedy, although when they do test cars they test them pretty well (e.g when Jeremy tests hot hatchbacks)

They have to keep the watchers interested, so they may make up some things to be funny. One thing that makes Top Gear both great but also annoying The superb camera work in EVERY episode 1. Just damn good and cinematic like camera work 2. Sometimes it kinda ruins the "realness" of the show, that everything looks scripted
