"Lower Saxony is further north than regular Saxony" I can think of two reasons for that. The first, it's literally lower because it's on the coast Second, before the compass, many older maps were down with the top being the direction of sunrise, Lower Saxony would have been lower on that map.

Lower Saxony lies on low, flat terrain, unlike Bavaria for example, which has high elevation.
