Yeah I'm more perplexed by his red dress and tights more than anything.
He's not allowed by contract to pick up panties or bras, which were stuck to the flag, hence why he "mistreated" it.
Besides, THROWING a flag at a stage with panties and bras stuck to it is already enough mistreatment. If anything, he treated it the best out of anyone in that concert.

Picking it up and tossing it off stage is way better that using is to sweep the stage. Flags represent a country's culture and people, you can't just step on them and use them as a rag, especially when you are playing IN THAT VERY COUNTRY
The flag wiping wasn't the only thing he did here. He damaged an hotel room, his guards attacked photographers for no reason and he left a show without doing anything at all. "Pretty pissed" is not even enough to describe how angry most of the country is at him.
